Visa conducts regular compliance reviews.
If any of the following violations are identified, the restaurant may face significant fines or account risk:
- Non-compliant credit card surcharges
- Improper minimum purchase amount settings
- Incorrect cash discount or pricing display practices
Key Compliance Guidelines
Minimum Purchase Amount
- Debit Cards: Minimum purchase amounts are NOT allowed
- Credit Cards: Minimum purchase amount may not exceed $10
Cash Discount
- Menus and pricing must display the credit card price
- Customers may receive a discount when paying with cash
- โ Displaying a cash price and adding an extra charge for credit cards
is considered a surcharge and is not allowed
Credit Card Surcharge
- Surcharges do not apply to debit cards
- May be charged as a flat amount or a percentage
- Maximum surcharge may not exceed 3% of the transaction amount
- Clear signage must be posted at the restaurant entrance and point of sale

- Connecticut (CT)
- Maine (ME)
- Oklahoma (OK)
Other Fees
- Convenience Fee
